Technical Basis
A review of available sources identified the various acute toxicity data (LD50, LC50, LCLo) and exposure limits (WEEL-C, OEL-TWAs, OEL-STELs). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. Inhalation exposures were scaled to 60-minute equivalents using the ten Berge equation (Section 3.3.4). The most preferred data type, a 4-hour rat LC50, was selected as the TEEL-3 basis. The WEEL-C was selected as the TEEL-2. The most conservative OEL-STEL, Romania, was selected as the TEEL-1.
• PAC-1 = TEEL-1 = OEL-STEL (Romania, 1.1 ppm)
• PAC-2 = TEEL-2 = WEEL-C
• PAC-3 = TEEL-3 = Rat LC50 (218 ppm/4H)
This review generated PAC-3 and PAC-1 values that are inconsistent with Rev. 29A. In Rev. 29A, the TEEL-3 was based on a rat LCLo, while the current recommendation is based on a rat LC50, a more preferred source (LC50 > LCLo, Table 3.1). The Rev. 29A TEEL-1 was derived from the TEEL-2 (Table 3.5), while the current basis is an exposure limit, OEL-STEL. The Rev. 29A and current PAC-2 values, source, and methodology are consistent.
