Technical Basis
A review of available sources identified exposure limits (OEL-STELs, TWAs, LOC) and acute toxicity data (LC50, LD50, LDLo, TDLo) for numerous species and routes. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. Human oral toxicity data was evaluated for TEEL development, however it was determined that LC50 data (inhalation) was more appropriate for TEEL development, even if a different species. As such, analysts selected a rat LC50, as the TEEL-3 basis and it was scaled to a 60-minute equivalent using the ten Berge equation (Section 3.3.4), The LOC was selected as the TEEL-2. The OEL-STEL (Austria and Denmark) was selected as the TEEL-1.

• TEEL-2 = LOC (0.0008 gm/m3)
• TEEL-3 = Rat LC50 (80 mg/m3/4H)
This review generated TEEL-3 and TEEL-1 values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was a human (male) oral LDLo; instead, analysts selected more statistically relevant acute inhalation toxicity data (rat LC50) as the TEEL-3 basis. The Rev. 29A and current TEEL-2 values, source, and methodology are consistent. The Rev. 29A TEEL-1 basis was a TLV-TWA, while the current TEEL-1 is an OEL-STEL (see note in Table 3.5).
