Technical Basis
A review of available sources identified rat oral LD50 acute toxicity data for ammonium hydrogen fluoride. Reported GHS health hazard ratings (H318 and H310, Category 1/2; H331, inhalation Category 3) indicate a mid- to high-level health hazard, approximately equivalent between an HHR=2 and HHR=3 (TEEL-3 = 790 mg/m3 and 79 mg/m3, respectively). In addition, analysts evaluated fluoride exposure limits (TLV-TWA, IDLH) for TEEL development. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluating using factors in Tables 3.2, 3.3, and 3.4. The 1990 fluoride IDLH was selected as the TEEL-3 basis and a compound adjustment factor was applied (Section 3.2.2). The resulting TEEL-3 is within the expected range of the GHS analysis. TEEL-2 values were calculated according to Table 3.5. The TLV-TWA was selected as the TEEL-1 basis and was adjusted using a compound adjustment factor and a multiplying factor (Section 3.2.2, Table 3.5).
