Technical Basis
A review of available sources did not identify exposure limits or acute toxicity data for ammonium permanganate. Analysts evaluated a structurally similar compound, potassium permanganate (KMnO4, CASRN: 7722-64-7) according to Section 3.4.6. A review of available sources for potassium permanganate identified human (TDLo, LDLo) and animal (LDLo, LD50) acute toxicity data. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The human (female) oral LDLo was selected as the TEEL-3 basis. The human oral TDLo, reported endpoints that would impede escape (nausea, vomiting); therefore, it was selected as the TEEL-2 basis. The TEEL-1 value was derived according to Table 3.5.

• TEEL-2 = Human (female) oral TDLo (potassium permanganate, CASRN: 7722-64-7; 2.4 mg/kg; endpoints: nausea, vomiting)
• TEEL-3 = Human (female) oral LDLo (potassium permanganate, CASRN: 7722-64-7; 100 mg/kg)
This review generated TEEL values inconsistent with Rev. 29A.The Rev. 29A TEEL-2 and TEEL-1 bases were MW-adjusted REL-STEL and PEL-C for manganese (CASRN: 7439-96-5), respectively, while the current recommendation used a human (female) oral TDLo (potassium permanganate, CASRN: 7722-64-7) for the TEEL-2, and derived TEEL-1 according to Table 3.5. The recommended TEEL-3 was based on human (female) oral LDLo toxicity data for potassium permanganate (CASRN: 7722-64-7), instead of being derived according to Table 3.5 as in Rev. 29A. The current TEELs were derived for a structurally similar chemical, potassium permanganate, which shares strong oxidative properties with ammonium permanganate.
