Technical Basis
A review of sources identified a WEEL-C. In addition to this, a dog LCLo for lithium (Li, CASRN: 7439-93-2) was explored as a TEEL-3 basis. No additional exposures or toxicity were found. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were evaluated using factors in Tables 3.2, 3.3, and 3.4. The dog LCLo for Li was selected as the TEEL-3 basis, with a compound adjustment factor applied (Section 3.2.2.). The WEEL-C was selected as the TEEL-2. TEEL-1 values were calculated from this TEEL-2 value, according to guidance in Table 3.5.

This review generated TEEL-2 and TEEL-1 values that are consistent with Rev. 29A. In Rev. 29A the TEEL-3 was derived from a TEEL-2 value; the current recommendation, while similar in value, has a different basis. During research, toxicity data for a similar chemical (lithium) for a highly preferred combination was identified (dog, inhalation) that resulted in a TEEL-3 comparable to Rev. 29A (Current= 6.3, Rev. 29A = 6.0). When possible, an available and credible exposure or toxicity TEEL basis is preferred to derivation from other TEEL values, therefore the current recommendation is to revise the TEEL-3 basis for lithium oxide.
