Technical Basis
A review of available sources identified exposure limits (TWAs, STEL, ceiling, and IDLH) and acute toxicity data (TDLo, LDLo, LD50) for various species and routes. Data sources were selected according to the hierarchy listed in Table 3.1. The original (1990) and revised (1994) IDLH were evaluated; the 1990 IDLH was developed from chronic animal toxicity for ethylene glycol dinitrate, while the 1994 IDLH was developed from acute human and animal toxicity. Considering this, the 1994 IDLH was selected as the TEEL-3. The PEL-C was selected as the TEEL-2. The PEL-STEL was selected as the TEEL-1.

• TEEL-2 = PEL-C (0.2 ppm/2 mg/m3)
• TEEL-3 = IDLH (1994, 75 mg/m3)
This review generated TEEL values and sources that are consistent with Rev. 29A. The 1994 IDLH was used according to Handbook guidelines (Section 4.2-4.3).
