Technical Basis
A review of available sources identified rat oral LD50 toxicity data, a Level of Concern (LOC), and exposure limits (TLV-TWA and IDLH) for inorganic arsenic compounds (as As, CASRN: 7440-38-2). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. There was limited chemical-specific data available for TEEL-3 development, therefore the IDLH was evaluated for arsenic (inorganic compounds, as As). The IDLH (1990) was selected as the TEEL-3 basis (Table 3.1) and a compound adjustment factor was applied (Section 3.2.2). The LOC was selected as the TEEL-2, and the TLV-TWA for arsenic (inorganic compounds, as As) (CASRN: 7440-38-2) was selected as the TEEL-1 basis.

• TEEL-2 = LOC (0.008 g/m3)
• TEEL-3 = MW-adjusted IDLH (1990, arsenic inorganic compounds, CASRN: 7440-38-2, 100 mg/m3)
This review generated TEEL-3 and TEEL-2 values consistent with Rev. 29A. The Rev. 29A and current TEEL-1 are inconsistent. The Rev. 29A TEEL-1 was derived from the TEEL-2, while the current TEEL-1 basis is a TLV-TWA for arsenic and inorganic compounds that yielded a more conservative value.
