Technical Basis
A review of available sources identified the following: TLV-STEL, LOC and IDLH. Data sources were selected according to the hierarchy listed in Table 3.1. IDLHs were investigated for TEEL-3, including 1990 (150 mg/m3) and 1994 (2.5 mg/m3). Within the basis, it is stated, “Dusts are particularly irritating to the eyes and nose at concentrations greater than 1 mg/m3 but concentrations up to 2.4 mg/m3 have been tolerated by workers that have been conditioned [Clayton and Clayton 1981]. It has been reported that 401 mg/kg is the minimum lethal oral dose [Haley 1977]. [Note: An oral dose of 401 mg/kg is equivalent to a worker being exposed to about 19,000 mg/m3 for 30 minutes, assuming a breathing rate of 50 liters per minute and 100% absorption.]”. Considering this, with regards to conservatism and limit preferability, the 1990 limit is chosen for TEEL-3 development. The LOC was selected as the TEEL-2. The TLV-TWA was selected as the TEEL-1 basis.

• TEEL-2 = LOC (0.015 g/m3)
• TEEL-3 = IDLH (1990, 150 mg/m3)
This review generated TEEL values that are consistent with those in Rev. 29A.
