Technical Basis
A review of available sources did not identify exposure limits or acute toxicity data for phosphorous pentafluoride. Analysts evaluated acute toxicity data (LC50) for a similar chemical, phosphorous trifluoride (CASRN: 7783-55-3) for TEEL development (Section 3.4.6). PubChem reports that hydrogen fluoride and phosphoric acid are byproducts of phosphorous pentafluoride with air; considering this, exposure limits of fluorides (IDLH, TWAs, CASRN: varies), hydrofluoric acid (AEGLs, CASRN: 7664-39-3), and phosphoric acid (ERPGs, CASRN: 7664-38-2) were also evaluated. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The inhalation exposure was scaled to a 60-minute equivalent using the ten Berge equation (Section 3.3.4). The most conservative exposure limits, ERPGs for phosphoric acid (CASRN: 7664-38-2), were selected due to their priority among Protective Action Criteria (Section 1).

This review generated PAC values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was the MW-adjusted IDLH 1990 for fluorides, the TEEL-2 was derived from the TEEL-3 (Table 3.5), and the TEEL-1 basis was the MW-adjusted TLV-TWA for fluorides. The current PACs are the ERPGs for phosphoric acid (CASRN: 7664-38-2).
