Technical Basis
Analysts concurrently evaluated TEELs for the polychlorinated biphenyls (PCBs) Aroclor 1016 (41% chlorine, CASRN: 12674-11-2), Aroclor 1242 (42% chlorine, CASRN: 53469-21-9), and a mixture of Aroclor 1016 and Aroclor 1042 (reported as 37% chlorine in the PAC/TEEL database, no CASRN) for consistency between these similar chemicals. A review of available sources identified a rat oral LD50 for Aroclor 1016 (2300 mg/kg) and exposure limits (IDLH, TWAs) and acute toxicity (LD50, LDLo) for several species and routes for Aroclor 1242. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. Analysts determined that the use of the IDLH, which reports a combined value for PCBs with 42% and 54% chlorine, is not advised considering that 54% PCBs are uniquely toxic among PCB congeners. Instead, analysts evaluated available rat oral LD50 toxicity data. Of the available sources, analysts selected the rat oral LD50 that was published in peer reviewed journal (CASRN: 53469-21-9, 4250 mg/kg) as the TEEL-3 basis (Sections 3.3.1 and 3.4.6). The TEEL-2 was derived according to Table 3.5. The TLV-TWA for chlorodiphenyl – 42% chlorine (CASRN: 53469-21-9) was selected as the TEEL-1 basis (Section 3.4.6).

This review generated PAC-3 and PAC-1 values inconsistent with Rev. 29A, and a consistent PAC-2 value. The Rev. 29A and current TEEL-3 basis are rat oral LD50; it‘s unclear if the Rev. 29A source was a different dose or minor differences in the values are due to rounding. The Rev. 29A and current TEEL-2 source, and methodology are consistent. The Rev. 29A TEEL-1 was derived from the TEEL-2, while the current TEEL-1 basis is a TLV-TWA for a similar chemical, a PCB mixture with approximately 42% chlorine, a component of this mixture.
