Technical Basis
A review of available sources did not identify exposure limits or toxicity data for polyisocyanate prepolymer; this chemical name does not give an adequate definition of this chemical, given that 1) “polyisocyanate prepolymers” describes a class of reactive chemical intermediates used in polyurethane synthesis and 2) that the CASRN listed (z-0115) does not correspond to a manufacturing number or specific polyisocyanate prepolymer. Considering this, two common types of polyisocyanate prepolymers used in manufacturing, toluene diisocyanates (TDI, 584-84-9) and methylene diphenyl diisocyanates (MDI, CASRN: 101-68-8), were considered. Records indicate that the chemical of interest was a solid and notes an MDI basis (refer to Rev. 24 PACs); therefore, MDI was selected for further TEEL development. A review of available sources identified exposure limits for MDI. Data sources were selected according to the hierarchy listed in Table 3.1. The ERPG-3 and ERPG-2 were selected as TEEL-3 and TEEL-2 values, due to their use priority (Section 2.1). The TLV-TWA was selected as the TEEL-1 basis.

• TEEL-2 = ERPG-2 (MDI, CASRN: 101-68-8)
• TEEL-3 = ERPG-3 (MDI, CASRN: 101-68-8)
This review generated TEEL-3 and TEEL-2 values that are consistent with Rev. 29A. The Rev. 29A TEEL-1 was derived from the TEEL-2, while the current TEEL-1 basis is a TLV-TWA.
