Technical Basis
A review of available sources identified the following: IDLH and TLV-TWA exposure limits. These sources were selected according to the hierarchy listed in Table 3.1. The effective 1990 IDLH exposure limit for this substance was selected as the TEEL-3. A TEEL-2 was derived according to Table 3.5. The TLV-TWA was selected as the TEEL-1 basis.
• TEEL-1 = TLV-TWA x 3
• TEEL-2 = TEEL-3/6
• TEEL-3 = IDLH (1990)
This review generated TEEL-3 and TEEL-2 values that are inconsistent with Rev 29A. The Rev. 29A and current TEEL-3 source, a 1990 IDLH, is consistent; however, the current value is the reported “effective” limit, a more conservative value. The Rev. 29A and current TEEL-2 methodology are the same, with difference in values due to the change in TEEL-3. The Rev. 29A and current TEEL-1 source and values are consistent.
