Technical Basis
A review of available sources identified human (TDLo, LDLo) and animal (LDLo, LD50) acute toxicity data. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The human (female) oral LDLo was selected as the TEEL-3 basis. The human oral TDLo, reported endpoints that would impede escape (nausea, vomiting); therefore, it was selected as the TEEL-2 basis. The TEEL-1 value was derived according to Table 3.5.

• TEEL-3 = Human (female) oral LDLo (100 mg/kg)
This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was a rat oral LD50; the current TEEL-3 is a higher priority species (human > rat), resulting in a lower TEEL-3 value. The Rev. 29A TEEL-2 was a molecular weight adjusted manganese (CASRN: 1317-35-7) PEL-C, while the current TEEL-2 is a human oral TDLo for potassium permanganate. The Rev. 29A TEEL-1 was a molecular weight adjusted REL-STE, while the current TEEL-1 was derived from the TEEL-2. Analysts determined that using human acute toxicity data would more accurately account for the oxidative reactivity of this compound than manganese exposure limits.
