Technical Basis
A review of available sources did not identify exposure limits or acute toxicity data for sodium cobaltinitrite. Analysts instead reviewed available sources for cobalt (Co, CASRN: 7440-48-4), for which there are exposure limits (IDLH, LOC, TWAs). Data sources were selected according to the hierarchy listed in Table 3.1. The IDLH (1990) was selected as the TEEL-3 and the TLV-TWA was selected as the TEEL-1 basis. A compound adjustment factor was applied to these exposure limits (Section 3.2.2). The LOC was selected as the TEEL-2; no compound adjustment factor was applied, in accordance with Section 3.2.2.
• TEEL-1 = MW-adjusted TLV-TWA (cobalt and inorganic compounds, as Co, CASRN: 7440-48-4, 0.02 mg/m3) x 3
• TEEL-2 = LOC (cobalt, CASRN: 7440-48-4, 0.002 g/m3)
• TEEL-3 = MW-adjusted IDLH (1990, cobalt CASRN: 7440-48-4, 20 mg/m3)
This review generated TEEL-3 and TEEL-2 values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 is reported as a compound adjusted cobalt PAC values; the Rev. 29A cobalt PAC values were TEEL-3 = IDLH (1990), TEEL-2 = LOC; however, analysts determined the reported Rev. 29A TEEL-3 and TEEL-2 values for sodium cobaltinitrite were in fact derived from the TEEL-1 value, a compound adjusted TLV-TWA (Section 3.2.2, Table 3.5). The current TEEL-3 is a molecular weight adjusted IDLH (1990) for cobalt. The current TEEL-2 is an LOC for cobalt that is not molecular weight adjusted, in accordance with handbook guidelines (Section 3.2.2). The Rev. 29A and current TEEL-1 values, source, and methodology are consistent.
