Technical Basis
A review of available sources identified both animal and human toxicity data. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. A human oral LDLo was the highest priority species of the available toxicity sources, therefore it was selected as the TEEL-3 basis. A human (male) oral TDLo was selected as the TEEL-2 basis. The reported toxic endpoints include changes in motor activity, nausea, and vomiting that could impede escape. A TEEL-1 was derived according to Table 3.5.

This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was a on rat LC50; although an inhalation is a more preferred route, human toxicity is given primacy (Section 3.3.2). The Rev. 29A TEEL-2 basis was a dog oral TDLo while the current basis is a human TDLo. The Rev. 29A and current TEEL-1 were both derived from the TEEL-2, with the difference due to the TEEL-2.
