Technical Basis
A review of available data sources identified the following exposure limits for Stoddard solvent: TWAs (PEL, REL, TLV), REL-C, and IDLH (1990 and 1994). Data sources were selected according to the hierarchy listed in Table 3.1. The revised (1994) IDLH was selected as the TEEL-3 due to its inclusion of acute inhalation toxicity data. The REL-C was selected as the TEEL-2. The TLV-TWA was selected as the TEEL-1 basis.
• TEEL-1 = TLV-TWA (100 ppm) x 3
• TEEL-2 = REL-C (1800 mg/m3)
• TEEL-3 = IDLH (1994, 20000 mg/m3)
This review generated TEEL-3 and TEEL-1 values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 was the 1990 IDLH, while the current TEEL-3 is the 1994 IDLH because of its inclusion of acute inhalation toxicity data. The 1994 IDLH was used according to Handbook guidelines (Section 4.2-4.3). The Rev. 29A and current TEEL-1 sources and methodology are consistent (TLV-TWA, Table 3.5); however, it appears that the Rev. 29A TEEL-1 was incorrectly calculated in units of mg/m3, instead of ppm. The current TEEL-1 value was calculated in ppm, the converted to units mg/m3, from an approximate molecular weight of 140 Da. The Rev. 29A and current TEEL-2 values, source, and methodology are consistent.
