Technical Basis
A review of available sources identified multiple acute toxicity data for various species and routes, and exposure limits (OEL-STEL, LOC, IDLH (1990 & 1994), and TLV-TWA). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The IDLH (1990, 1994) was selected as the TEEL-3. The LOC was selected as the TEEL-2. The OEL-STEL (Norway) was selected as the TEEL-1.
• TEEL-1 = OEL-STEL (Norway, 0.15 mg/m3)
• TEEL-2 = LOC (0.030 g/m3)
• TEEL-3 = IDLH (1990/1994, 3.0 mg/m3)
This review generated a TEEL-3 consistent with Rev. 29A and TEEL-2/TEEL-1 values inconsistent with Rev. 29A. The Rev. 29A TEEL-2 was derived from the TEEL-3, while the current value is an exposure limit (LOC). The Rev. 29A TEEL-1 basis was a TLV-TWA, while the current basis is a STEL, a more preferred source (Table 3.1).
