Technical Basis
A review of available sources identified the following: TLV-TWA, Level of Concern, and IDLH exposure limits. These data sources were selected according to the hierarchy listed in Table 3.1. The IDLH was selected as the TEEL-3, the LOC for the TEEL-2, and the TLV-TWA as the TEEL-1 basis.
• TEEL-1 = TLV-TWA (0.03 mg/m3) x 3 (adjusted per Table 3.5)
• TEEL-2 = LOC (110 mg/m3)
• TEEL-3 = IDLH (1990, 600 mg/m3)
This review generated TEEL-2 and TEEL-3 values that are less conservative. The current TEEL basis is a more preferred source (IDLH > LD50) than those in Rev. 29A. The new level of conservatism from this recommendation aligns with the Health Hazard Rating found during current research (NPFA = 2, GHS = 3; ~HHR=2, which correlates to a TEEL-3 of 790 mg/m3). TEEL-1 values are consistent between revisions.
