Technical Basis
A review of available sources identified the following: LC50, LCLo, LD50, and TDLo toxicity data. Toxicity data were evaluated and selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and factors in Tables 3.2, 3.3, and 3.4. Inhalation exposures were scaled to 60-minute equivalents using the ten Berge equation (Section 3.3.4). The most preferred toxicity species and route, rat 4-hr LC50, was reported in two sources, which were compared in more detail because they report identical values, in different units (2100 mg/m3 vs. 2100 ppm). Of the two sources, it was unclear if the more current source dose (LC50= 2100 mg/m3, 1990) was an independent result, or misreported the units associated with the earlier source dose (LC50= 2100 ppm, 1974). The latter source (1990) also reported three rat LCLo doses (2000 ppm, 3000 ppm, and 3000 ppm), which are of similar magnitude and the same units as the earlier source LC50. Given the similar magnitudes of the LC50 (1974) and LCLo (1990) and the inability of analysts to determine if the latter LC50 units are erroneous, the 2100 ppm rat LC50 was determined to be more credible and selected as the TEEL-3 basis (Section 3.3.1). The rat TDLo was selected as the TEEL-2 basis. The TEEL-1 was calculated from this TEEL-2, according to Table 3.5.
• TEEL-1 = TEEL-2/11
• TEEL-2 = TEEL-3/6 or rat oral TDLo (7 g/kg, 14-days continuous)
• TEEL-3 = Estimated from rat 4-hr LC50 (2100 ppm)
This review generated TEEL values that are less conservative than those reported in Rev. 29A. The method for the TEEL-3 is identical, rat 4-hr LC50, but the value of the dose in the currently source resulted in a significantly less conservative TEEL value. The Rev. 29A TEEL-3 (LC50= 2100 mg/m3) was evaluated in this review but was determined to be less credible than the current source basis. The current TEEL-2 was derived from a toxicity source, instead of from the TEEL-3. The Rev. 29A TEEL-1 basis was a United Kingdom TWA, which was not found during current research and was instead derived from the TEEL-2 value.
