Technical Basis
A review of available sources identified exposure limits (IDLH, LOC, OEL-STEL, TWAs) and acute toxicity data that was not needed since exposure limits inform all TEELs. Data sources were selected according to the hierarchy listed in Table 3.5. The IDLH was selected as the TEEL-3. The LOC was selected as the TEEL-2. The lowest OEL-STEL was selected as the TEEL-1 (Romania, 15-minute).
• PAC-1 = TEEL-1 = OEL-STEL (Romania, 15-minute, 0.03 mg/m3)
• PAC-2 = TEEL-2 = LOC (0.004 g/m3)
• PAC-3 = TEEL-3 = IDLH (1990/1994, 40 mg/m3)
This review generated PAC-3 and PAC-2 values consistent with Rev. 29A and a PAC-1 inconsistent with Rev. 29A. The Rev. 29A and current TEEL-3 and TEEL-2 sources and methodologies are consistent. The Rev. 29A TEEL-1 was derived from the TLV-TWA, while the current TEEL-1 is a short-term occupation exposure limit (OEL-STEL, 15-minute, Romania).
