Technical Basis
A review of available sources identified exposure limits (TWAs) and acute toxicity data (LC50, LD50, TDLo) for several species and routes. The IDLH for a structurally similar chemical isomer, o-Toluidine (CASRN: 95-53-4) was also evaluated (Section 3.4.6). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The rat LC50 was considered as a TEEL-3 but it was not selected because 1) it was reported as a lower limit (> 640 mg/m3), and 2) the TEEL-3 < TWA-TLV x 3, indicating it was overly conservative. Instead, the revised IDLH (1994) for a o-Toluidine was selected as the TEEL-3 because of its inclusion of acute human toxicity data. The TDLo were evaluated as TEEL-2 bases, but these sources did not report relevant toxicity end points. Instead, the TEEL-2 value was derived according to Table 3.5. The TLV-TWA was selected as the TEEL-1 basis.

This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was a rat oral LD50, while the current TEEL-3 is an exposure limit for a structurally similar chemical (1994 IDLH, o-Toluidine, CASRN: 106-49-0). The 1994 IDLH was used according to Handbook guidelines (Section 4.2-4.3). The Rev. 29A TEEL-2 was a rat TDLo not found during the review; instead, the TEEL-2 was derived from the TEEL-3 (Table 3.5). The Rev. 29A and current TEEL-1 values, source, and methodology are consistent.
