Technical Basis
A review of available sources identified rat and mouse oral LD50 and LC50 toxicity data, rat LCLo inhalation data, and a Level of Concern (LOC). Additionally, a TLV-TWA for the trans- and cis- mixture, 1,4-dichloro-2-butene (CASRN: 764-41-0) was identified and investigated. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. Inhalation exposures were scaled to 60-minute equivalents using the ten Berge equation (Section 3.3.4). The rat LC50 was selected as the TEEL-3 basis due to species and data source preferability, and the LOC was selected as the TEEL-2. The TLV-TWA for the mixture, 1,4-dichloro-2-butene, (CASRN: 764-41-0) was used as the TEEL-1 basis and was calculated according to Table 3.5.
• TEEL-1 = 0.025 mg/m3 (0.005 ppm) TLV-TWA x 3 (1,4-dichloro-2-butene, CASRN: 764-41-0)
• TEEL-2 = LOC (0.0044 g/m3)
• TEEL-3 = Rat LC50 (86 ppm/4H)
This review generated a TEEL-1 value that is inconsistent with Rev. 29A. Although the TEEL-3 and TEEL-2 bases remain the same as Rev. 29A, the recommended TEEL-1 value is based on the TLV-TWA x 3 for the mixture (1,4-dichloro-2-butene, CAS: 764-41-0) instead of being calculated as TEEL-2/11. This yielded a more conservative TEEL-1 value.
