Technical Basis
A review of available sources identified exposure limits and animal toxicity data (LDLo, LD50). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The IDLH was selected as the TEEL-3. The IDLH 1990 basis was revised in 1994 to include acute oral toxicity human and animal data; however, there was no change in the original and revised IDLH value. The TEEL-2 value was derived according to Table 3.5. The German OEL-STEL (AGS, DFG; inhalable fraction and vapor) was selected as the TEEL-1.
• TEEL-1 = OEL-STEL (0.12 mg/m3; inhalable fraction and vapor-Germany)
• TEEL-2 = TEEL-3/6
• TEEL-3 = IDLH (1990/1994, 40 mg/m3)
This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEEL-3 basis was also the 1990/1994 IDLH; however, the IDLH value was reported in units of ppm, instead of the published units of mg/m3. The current TEEL-3 is also the 1990/1994 IDLH, reported with the correct units: 40 mg/m3. The Rev. 29A and current TEEL-2 were derived using the same methodology, with differences due to the change in TEEL-3. The Rev. 29A TEEL-1 basis was a TLV-TWA, while the current TEEL-1 is a more preferred source (STEL > TWA, Table 3.1).
