Technical Basis
A review of available sources identified human intravenous LDLo toxicity data that was evaluated using factors in Tables 3.2, 3.3, and 3.4. A reported health hazard (H319, Category 2) indicates serious eye irritation but no acute toxicity. In addition, analysts evaluated the EPA Safer Choice classification for similar chemical brilliant blue FCF (CASRN: 3844-45-9), which indicates the chemical to be of low concern. The human LDLo was evaluated as a TEEL-3 basis but was not selected because 1) the sex was not specified, and 2) it resulted in very conservative TEELs that are no supported by the EPA Safer Choice recommendation for brilliant blue FCF. Considering these sources, the PNOS TLV-TWA was selected as the TEEL-1 basis (Section 3.5.2). TEEL-3 and TEEL-2 values were derived according to Table 3.5.
• PAC-1 = TEEL-1 = TLV-TWA (PNOS, 10 mg/m3) x 3
• PAC-2 = TEEL-2 = TEEL-1 x 11
• PAC-3 = TEEL-3 = TEEL-2 x 6
This review generated PAC values consistent with Rev. 29A*.
