Technical Basis
A review of available data sources identified exposure limits, specifically IDLH (1990, 1994), Level of Concern, and TLV-TWA data. Data sources were selected according to the hierarchy listed in Table 3.1. The original IDLH (1990) was selected as the TEEL-3. The LOC was selected as the TEEL-2. The TLV-TWA was selected as the TEEL-1 basis.
• TEEL-1 = TLV-TWA (0.05 mg/m3) x 3
• TEEL-2 = LOC (0.01 g/m3)
• TEEL-3 = IDLH (100 mg/m3)
The review generated TEEL-3 and TEEL-2 consistent with values from Rev 29A. The current TEEL-1 is more conservative than Rev. 29A; the current TEEL-1 basis is an exposure limit, while the previous was derived according to Table 3.5.
