Technical Basis
A review of available sources identified exposure limits (OEL-STEL, OEL-TWAs) and acute toxicity data (LDLo) for several species and routes. AEGLs for cadmium (CASRN: 7440-43-9) were considered to determine expected magnitude of TEELs for cadmium chloride. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. A human (female) oral LDLo was evaluated but not selected for TEEL development because the TEEL-3 value was 1) 100x TEELs developed for other available toxicity sources, and 2) 400x the cadmium AEGL-3 (4.7 mg/m3), indicating it was not sufficiently conservative. Instead, a dog intravenous LDLo was selected as the TEEL-3 basis. The TEEL-2 value was derived according to Table 3.5. The lowest available OEL-TWA that meets TEEL criteria (Sweden), was selected as the TEEL-1 basis.

This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEELs were molecular weight adjusted cadmium AEGLs; per Section 3.2.2, compound adjustment factors are not applied to AEGLs. Instead, the current TEEL-3 basis is a dog intravenous LDLo of a comparable magnitude as the cadmium AEGL-3. The TEEL-2 was derived from this TEEL-3 (Table 3.5), and the TEEL-1 basis was an exposure limit (OEL-TWA, Sweden).
