Technical Basis
A review of limited available sources identified the following: TLV-TWA, IDLH and mouse LD50 toxicity data. The data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were evaluated using factors in Tables 3.2, 3.3, and 3.4. The IDLH (1990), although listed as “Effective”, is based on severe impact to respiration and is therefore appropriate for TEEL development. The IDLH (1990) was selected as the TEEL-3 basis. TEEL-2 values were derived according to Table 3.5. The TLV-TWA was selected as the TEEL-1 basis.
• TEEL-1 = TLV-TWA (2 mg/m3) x 3
• TEEL-2 = TEEL-3/6
• TEEL-3 = IDLH (1990, 250 mg/m3)
This review generated TEEL-3 and TEEL-2 values that are more conservative than Rev. 29A. In Rev. 29A, a mouse LD50 was selected as the TEEL-3 basis. The current recommendation is a more preferred source (IDLH > LD50, Table 3.1). Current TEEL-1 values are consistent with Rev. 29A.
