Technical Basis
A review of available sources identified exposure limits (IDLH, STELs, TWAs) and acute toxicity data (LD50, LDLo, TDLo) for several species and routes. Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. Analysts evaluated human toxicity data (LDLo) to determine an appropriate magnitude for TEEL-3 values. Considering this, analysts selected the 1990 IDLH as the TEEL-3. The human male oral TDLo was selected as the TEEL-2 basis. The OEL-STEL (15-minute, Romania) was selected as the TEEL-1.
• PAC-1 = TEEL-1 = OEL-STEL (5 mg/m3)
• PAC-2 = TEEL-2 = Human male oral TDLo (500 mg/kg)
• PAC-3 = TEEL-3 = IDLH (1990; 600 mg/m3)
This review generated PAC-2 and PAC-1 values inconsistent with Rev. 29A. The Rev. 29A TEEL-2 was derived from the TEEL-3, while the current TEEL-2 basis is a human toxicity data (TDLo). The Rev. 29A TEEL-1 basis was a TLV-TWA, while the current TEEL-1 is a 15-minute STEL (Romania), a more preferred source (See note in Table 3.5). The Rev. 29A and current PAC-3 values, source, and methodology are consistent.
