Technical Basis
A review of available sources identified multiple exposure limits: TLV-TWA, Level of Concern (LOC), and IDLH. The IDLH was selected as the TEEL-3. There was no change of the IDLH value between the original (1990) and revised values (1994). The 1987 LOC was selected as the TEEL-2. This LOC is based on 10% of the IDLH from the 1970’s, which remains current. The TLV-TWA was selected as the TEEL-1 basis.
• TEEL-1 = TLV-TWA x 3 (0.02 mg/m3)
• TEEL-2 = LOC (1987, 2 mg/m3)
• TEEL-3 = IDLH (1990/1994, 20 mg/m3)
This review generated TEEL-3 and TEEL-2 values that are consistent with Rev. 29A. The current TEEL-1 is based on an exposure limit and results in a more conservative value.
