Technical Basis
A review of available sources identified exposure limits (IDLH (1990 & 1994) for copper (dusts & mists), TLV-TWA) and acute toxicity data (LD50, LDLo, TDLo) for several routes and species. Data sources were selected according to the hierarchy listed in Table 3.1. The IDLHs were evaluated; the 1990 IDLH was developed from the PEL-TWA x 2000, a protective factor. The 1994 IDLH was developed from acute toxicity data for copper compounds that are soluble, insoluble, organic, and inorganic; the summary indicates the reported value may “be conservative due to the lack of relevant acute inhalation toxicity”. Considering this, analysts did not select either IDLH as a TEEL-3. Available human toxicity data (TDLo) were evaluated, but they did not toxicity endpoints appropriate for TEEL development (Section 3.3.2). The TLV-TWA was selected as the TEEL-1 basis. TEEL-2 and TEEL-3 values were derived according to Table 3.5.
