Technical Basis
A review of available sources identified exposure limits for asbestos (TWA, STEL) and acute toxicity data (LDLo). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The rat intraperitoneal LDLo was selected as the TEEL-3 basis. The TEEL-2 value was derived according to Table 3.5. The PEL-STEL (1 fiber/cm3) was selected as the TEEL-1; conversion of the PEL-STEL into the appropriate units was accomplished by applying a conversion factor reported by the European Community Direction (2 fibers/cm3 = 0.1 mg/m3).
• TEEL-1 = PEL-STEL (1 fiber/cm3, 0.05 mg/m3)
• TEEL-2 = TEEL-3/6
• TEEL-3 = Rat intraperitoneal LDLo (300 mg/kg)
This review generated a TEEL-3 and TEEL-1 values that are consistent with Rev. 29A. The Rev. 29A TEEL-2 basis was a mouse TCLo that was not found during the review; instead, analysts derived the TEEL-2 from the TEEL-3 (Table 3.5).
