Technical Basis
A review of available sources identified the following: OEL-STEL/TWA (Germany) and acute toxicity data (LD50) for mouse, rat, and rabbit via several routes (intravenous, oral, skin). Data sources were selected according to the hierarchy listed in Table 3.1. Toxicity data were selected according to type of exposure, species, and route according to the hierarchies stated in Sections 3.3.1, 3.3.2, and evaluated using factors in Tables 3.2, 3.3, and 3.4. The most preferred route and species, a rat oral LD50, was selected as the TEEL-3 basis. The TEEL-2 value was derived according to Table 3.5. The OEL-STEL was selected as the TEEL-1.
• TEEL-1 = OEL-STEL (Germany, 0.009 mg/m3, 0.0018 ppm)
• TEEL-2 = TEEL-3/6
• TEEL-3 = Rat oral LD50 (32 mg/kg)
This review generated TEEL values inconsistent with Rev. 29A. The Rev. 29A TEELs were based on the TLV-STEL for organic tin (CASRN: 7440-31-5) with a molecular adjustment, TEEL-2 = TEEL-1 x 11, and TEEL-3 = TEEL-2 x 6. The recommended TEEL-3 is based on rat oral LD50 32 mg/kg. The recommended TEEL-2 is TEEL-3/6. The recommended TEEL-1 is based on the 0.009 mg/m3 (0.0018 ppm) OEL-STEL (Germany 15 min), which is higher priority than the OEL-TWA.
