David Willis is the National Nuclear Security Administration (NNSA) - Savannah River Field Office (SRFO), Emergency Management (EM) Program Manager. Each Department of Energy (DOE) site, facility, and activity must establish and maintain a documented emergency management program that implements the requirements of applicable Federal, State, and local laws, regulations, and ordinances for fundamental worker safety programs (e.g., fire, safety, and security). In this role David provides oversight of both the Management and Operations (M&O) contractor and SRFO EM program to ensure all order and applicable requirements are maintained. This includes, constantly assessing Prevention, Mitigation, Preparedness, Response and Recovery actions.
David served as a Security Specialist providing oversight of the M&O’s Safeguards and Security program in the areas of Physical Security, Information Security, Operations Security (OPSEC) with additional duties of Contract Officer Representative (COR) to the Augusta Richmond County Airport for the Office of Secure Transportation Shipments. He also serves as the Incidents of Security Concerns (IoSC) program manager with the responsibilities of tracking and trending incidents, conducting administrative inquiries, and reviewing the M&Os IoSC program for compliance.
David was appointed as the Safeguards and Security lead for the SRPPF CD-1 effort. In this capacity he worked in combination with both the contractor and NA-70 to ensure all physical and information security requirements were met.
Prior to his joining NNSA, David served in the U.S. Army as a commissioned officer with specialties in Armor/Cavalry, Chemical, Logistics, and Operations. David is a certified Level III golf coach at the First Tee of Augusta, Georgia, where he teaches children core values, life lessons, and how golf can relate to life.
