Professional Bio
Theresa Greeno is a Certified Emergency Manager with a wealth of experience in leading emergency management operations at both city and county levels. Theresa is currently serving as an Emergency Planner at Sandia National Laboratories in Albuquerque, NM.
In her role at Sandia National Laboratories, Theresa has successfully led the development of Incident Action Plans for major events, including the SNL Family Day, which attracted over 18,000 attendees. She has helped to design and execute large-scale exercises and functional drills to enhance operational readiness and has facilitated collaboration across various organizations, notably leading a wildland fire awareness campaign that engaged federal, military, and private stakeholders.
Prior to her current position, Theresa served as the Emergency Manager for Sandoval County, where she was the senior emergency management official responsible for briefing senior leadership on preparedness, response, and recovery initiatives. She directed the creation of the county's Continuity of Operations Plan and coordinated emergency response efforts, including issuing emergency alerts, organizing shelters, and managing evacuations during disasters.
Theresa holds a Master’s degree in Emergency Services Management from Columbia Southern University and a Bachelor’s degree in English with a minor in History from the University of New Mexico. She is recognized for her contributions to the field through various certifications, including the Certified Emergency Manager (CEM®) designation and completion of advanced training programs at the Emergency Management Institute.
In addition to her professional roles, Theresa actively contributes to the emergency management community as the New Mexico Association of Emergency Management Professionals conference chair for the annual statewide emergency management conference and as an appointed member of the New Mexico Intrastate Mutual Aid System Committee. She has also chaired the Sandoval County Local Emergency Planning Committee and represented Region 5 in the New Mexico Association of Emergency Management Professionals.
