Professional Bio

Joel Arnwine is the current Manager of the Legacy Management Emergency Management Department. He has over 20 years of professional experience in emergency management, security operations and homeland security at the local, state, and federal government levels. He has worked on the Legacy Management Support contract since 2022 in the Emergency Management organization. He previously worked at the Savannah River Site, Salt Waste Processing Facility (SWPF) in Aiken, SC, and the Waste Isolation Pilot Plant (WIPP) near Carlsbad, NM. Joel is a Certified Emergency Manager through the International Association of Emergency Mangers and holds a Masters Degree in Public Administration and Emergency Management from Jacksonville State University. His experience includes coordination of community emergency preparedness programs; underground emergency response/preparedness programs; multi-jurisdictional drill and exercise programs; hazard identification and analysis programs, and operation and maintenance of emergency facilities and equipment. Joel also has experience in wildland fire operations and is an Incident Command System (ICS) certified instructor.
