Joshua currently manages the Continuity of Operations Program within the Emergency Management Division at Los Alamos National Laboratory, ensuring the continual performance of mission-essential functions. With over 22 years of experience in emergency management, he has developed expertise in state and local government coordination, nuclear facility readiness, and U.S. Department of Energy emergency planning requirements. His diverse background also includes continuity of operations, community emergency response, offsite planning for commercial nuclear power plants, and emergency operations center management at state and local levels. Joshua has also collaborated extensively with volunteer organizations active in disasters, highlighting his commitment to building resilient communities.
Joshua holds a master’s degree in Emergency Management from Anna Maria College and a bachelor’s degree in Geology from Brigham Young University. At Los Alamos, he continues to lead innovative efforts to strengthen mission readiness and operational resilience, positioning him as a key figure in advancing emergency preparedness and continuity planning.
