Professional Bio

Thor Young is the Acting Director for the Division of Readiness and Resilience in the Office of Continuity Programs and Mission Resilience, NA-43. He is responsible for the coordination of communications and logistical assets supporting the Department of Energy’s Emergency Management Enterprise, Continuity Programs, and across the Office of Emergency Management, NA-40. Prior to taking the detail as Acting Director, Mr. Young serves as an Emergency Management Specialist in the Office of Continuity Programs and Mission Resilience NA-43, Division of Readiness and Resilience. Mr. Young supports the Office with his extensive emergency management and acquisitions experience in operational and logistic roles various levels within the Federal government.
He joined NNSA from the Administration for Strategic Preparedness and Response (ASPR) in the Department of Health and Human Services (HHS), where he was the Mission Support Lead for the Office of Regional Response. In that role he was responsible for advancing the readiness and preparedness of the Regional Emergency Coordinators in the ten (10) regional sites as well as Special Operations Division, Tactical Medical program in implementing emergency response operations. Previously, Mr. Young served as a Project Officer within the Biomedical Advanced Research and Development Authority (BARDA) supporting pandemic planning and lifecycle management of commodities and ancillary materials required for national preparedness and response.
Before joining the Federal Workforce, Mr. Young was an English Teacher (in Maryland and Texas) and had served in the US Army as a Combat Medic during Operation Iraqi Freedom being awarded the Combat Medical Badge. Mr. Young has a Bachelor of Science in Speech Communications and Conflict Resolution from Syracuse University. Mr. Young is a father of three and has been married to his spouse for 19 years.
